The Foreign Account Tax Compliance Act (FATCA) is a piece of US legislation which requires that certain information on US taxpayers is reported to US tax authorities.
To ensure there is no breach in data protection law of UK residents, the UK government has agreed with the US that financial institutions in the UK report this directly to HMRC.
